I understand that author's can only grumble but so much about covers, but why are the owners of the pubs allowing such things?

Actually, when you submitt to a themed heat sheet, through Phaze you are told you will get that theme's cover. So any M/M stories under the Frost lineup will have a blond woman in a big furry coat on them.
Force (guy on the cover), Frost (girl on the cover), Frontier (etc are like anthos where you don't have to buy the whole anthology.

For generic heat sheets, Phaze does have a M/M, F/M and F/F version.
I get that the sheets have one cover... but that does lead to this result. It might make sense to have at least a male and female version available?

What to use for a menage story then?
The HS covers have and will remain a battle. We have already elected to shuck the standard flame HeatSheet cover we use for non themed shorts in favor of individual covers, but we'd like to have some kind of uniformity for the themes. The only alternative is using a cover without people.
For O over half the covers are somewhat gender neutral because we had more time to plan. F happened just as I took over and moved more quickly.

For the record, Shantage is not an F/F release. There is one lesbian scene in the story, but the story is not wholly F/F. That is an error and I will make sure the review site clarifies.
There were no F/F titles in the Force Line. Interestingly enough, our Fury cover has a female and we had two M/M titles in the group, both of which were the best sellers among those shorts. Go figure.

Then it was misidentified to begin with.
But for a menage either the male or female would do -- it would cover all of mmm, mff, mmf and fff because there would be at least one of the pictured gender in the sex scenes.
But an m doesn't cover an ff or an f and mm. I have also found mm's that are entriely mm with an f cover. But I double checked 10 times and still bought with some trepidation that I was wasting my money on a genre I don't read.
It is from the point of view of a reader that I mention this and I consider it a case of cost saving to the deteriment of sales for the specific title where gender of cover and prose do not match.
p.s. it hasn't ever happened to me as an author so there is no hidden motive here.
